WORKING PROCEDURES (as per 17 May 1999)
Introduction
This working procedures for the JSWG come into effect after the completion of the "Fast Track" process for ISO 9735 parts 1-10, Version 4, and apply to either a new part of 9735 or to a revision of an existing part.
1.  General
Meeting frequency: at least once a year.
Goal: to maintain the joint UN-ISO Syntax standard, published as ISO 9735.
Attendees: experts from ISO/TC 154 and UN/ECE/CEFACT membership, nominated by their parent body. Members of the JSWG shall have equal status on the group, which as far as possible shall work to achieve consensus (bearing in mind the definition of consensus given in ISO/IEC Guide 2:1991

"consensus: General agreement, characterized by the absence of sustained opposition to substantial issues by any important part of the concerned interests and by a process that involves seeking to take into account the views of all parties concerned and to reconcile any conflicting arguments.

Note: - Consensus need not imply unanimity."

In case of doubt concerning consensus, approval by a two-thirds majority may be deemed to be sufficient for an issue to be accepted.

2.  Sub-working groups
2.1     JSWG acts as the management group for sub-working groups (SWGs). Initially, it is foreseen that there will be at least three SWGs, which may meet separately from JSWG:

SWG1: dealing with Batch EDI;

SWG2: dealing with Interactive EDI;

SWG3: dealing with Security for both batch and interactive EDI; and

SWG4: dealing with Service codes.

SWGs shall report to JSWG through a convenor appointed by JSWG. JSWG members may participate in, or nominate members for the SWGs.

An SWG comprises a restricted number of individually appointed experts brought together to deal with the specific task allocated to the SWG. The experts act in a personal capacity and not as the official representative of the JSWG member by whom they have been appointed. However, it is recommended that they keep in close contact with the JSWG member or organization in order to inform them about the progress of the work and of the various opinions in the SWG at the earliest possible stage.

It is recommended that SWGs be reasonably limited in size. The JSWG may therefore decide upon the total number of experts and also upon the maximum number of experts appointed by each JSWG member.

When JSWG has decided to set up an SWG at a meeting, the convenor or acting convenor shall immediately be appointed and shall arrange for the first meeting of the sub-working group to be held within three months. This information shall be communicated immediately after the committee meeting to the O & P-members of TC 154, with an invitation to appoint experts within six weeks.

2.2     The final composition of a sub working group (names, addresses, phone and fax numbers and e-mail addresses) shall be circulated to the SWG members and to the members of JSWG prior to the first meeting of the SWG.

2.3     Distribution of the internal documents of an SWG and of its reports shall be carried out in accordance with annexes J and L of the ISO/IEC Directives - Part 1:Third edition 1995.

2.4     Sections 1.11 through 1.15 inclusive from the ISO/IEC Directives - Part 1:Third edition 1995 shall apply to the work of JSWG and SWGs.

3.  Development of International Standards
Section 2 of the ISO/IEC Directives - Part 1: Third edition 1995 shall apply, with certain modifications. The modifications are shown below, with reference to the relevant {Section number/Title} in the Directives.

{2.1.2 Project stages} - The general flow of work related to 9735 (taking into account that there would be a parallel approval path via the UN/ECE/CEFACT) would be:

* {2.2 Preliminary stage (Stage 0)}: Preliminary work item (review of a UN/ECE/CEFACT Data Maintenance Request [DMR] by JSWG).

* {2.3 Proposal stage (Stage 1)}: New work item proposal (acceptance of a DMR by JSWG only).

* {2.4 Preparatory stage (Stage 2)}: Development of Working Draft by relevant SWG (either a new part of 9735, or a revision of an existing part, based on an approved DMR), for presentation for approval to the JSWG.

* {2.5 Committee stage (Stage 3)}: Development of Committee Draft by relevant SWG (either a new part of 9735, or a revision of an existing part, based on an approved DMR) for submission to JSWG. JSWG to agree the presentation of the CD for approval by TC 154 and UN/ECE/CEFACT/EWG members.

* {2.6 Enquiry stage (Stage 4)}: Development of Draft International Standard by relevant SWG (either a new part of 9735, or a revision of an existing part, based on an approved CD), for TC 154 agreement to present the DIS for review (approval) by ISO and UN/ECE/CEFACT members.

* {2.7 Approval stage (Stage 5)}: Development of Final Draft International Standard by relevant SWG based DIS and editorial comments received during the Enquiry stage for TC 154 agreement to present the FDIS for approval by ISO and UN/ECE/CEFACT members.

* {2.8 Publication stage (Stage 6)}: At this stage, there shall be a joint publication by ISO and UN/ECE/CEFACT.

Note: UN/ECE/CEFACT has in place an approved procedure for testing draft trial releases of 9735, which may be implemented during the Committee, Enquiry and Approval stages.
  
{Section 3 Meetings}: The membership of JSWG and SWGs shall be as defined in 2. above.

  
{Section 4 Appeals}: The first level of appeal is via the MoU/CC (Memorandum of Understanding Coordinating Committee). After that, ISO members may use the procedures detailed in this Section 4, while UN/ECE/CEFACT members may appeal to the CEFACT/CSG.
